Shelter for Urban Homeless
SUH - Shelter for Urban Homeless
Tamil Nadu National Urban Livelihood Mission guides to provide all weather permanent community shelter for a minimum of one hundred person for every one lakh urban population of the most vulnerable group (homeless) such as (a) Single women and their dependent minor children (b) Aged (c) Infirm (d) Disabled (e) Mentally challenged etc., The objectives of the component include:
- Ensuring availability and access of the urban homeless population to permanent shelters including the basic infrastructure facilities like water supply, sanitation and safety and security to cater to the needs of especially vulnerable segments of the urban homeless like the dependent children, the aged, the differently abled, the mentally ill and those recovering from severe illness by creating special sections within homeless shelters and provisioning special service linkages for them.
- The Mission also aims to provide access to various government provided entitlements viz., social security pension, PDS, ICDS, Credit Linkage, Education, Affordable housing etc., for homeless population.
Operation and Management of Shelters:
Operations and Management of Shelters is undertaken by ULBs or agencies like Nehru Yuva Kendra, NGO, Self Help Groups, Resident Welfare Associations and Corporate Associations. Shelter Management Committee is set up for each shelter, which is responsible for daily management, upkeep, cleanliness and discipline at the shelter. Shelter is managed by a full time Manager, caregivers, a resident shelter caretaker and a watchperson
Community kitchens are run by the State Agencies or any private agencies for provision of healthy and hygienic food at affordable rates to the poor. Voluntary participation of the beneficiaries is encouraged to bring in a sense of ownership.
Funding Pattern:
75% share of fund from Government of India and 25% from Government of Tamil Nadu. Land is contributed by the State Government through its ULBs. Operation & Maintenance cost is provided for 5 years by the Mission. Nominal charges are collected as rent subject to income levels from affordable residents at rates ranging from 1/10 to 1/20 of their income. For those with no payment capacities, full exemption is granted. The fund inflow is for maintenance of facilities in shelters. Corpus fund account is created jointly by the NGO & the ULB. CSR funds from corporate bodies & potential donors are mobilized and deposited in the corpus account for sustainability after 5 years.
Facilities at the shelters
Shelters are provided with well-ventilated rooms, drinking water, Sanitation facilities, adequate bathing and toilet facilities, standard lighting for shelter, adequate fire protection measures, First Aid kits, Pest and Vector (Mosquito) control facilities, regular cleaning of blankets, mattresses, sheets, and maintenance of other services. Shelters are provided with common kitchen/cooking space, necessary utensils for cooking and serving, cooking gas connections etc.Child care facilities for children are made available by linking the shelter to the nearest Anganwadi centers. Registers are maintained in all shelters with Shelter Asset Inventory Books, accounts register to monitor day to day expenditure & receipts. Various other registers such as attendance register and Shelter Management Committee Meeting Registers, Personnel Register with Salary payment details, House Keeping and Maintenance Register and Complaints and Suggestion Registers are maintained.
Monitoring and Evaluation
- Shelter Management Committee (SMC) is constituted with local ward members, ULB representative, caretakers and few nominated residents of the shelter as members.
- Shelter Management Committee supervises the day-to-day functioning of the Shelter
- Regular meetings of SMC are conducted and the minutes are recorded
- Executive Committee is formed under the chairpersonship of the Municipal Commissioner with Community representatives, civil society organizations, line departments and elected representatives, etc.
- The Executive Committee is responsible for review and supervision of the working of shelters at city level
- Regular meetings of the Executive Committee is being conducted and the minutes are recorded.
- Every shelter are linked with a high school or college, so that the students are engaged with the residents of the shelter, ensuring quality of the shelters, and learning community service.
Status of Shelters for Urban Homeless in Tamilnadu
In Tamilnadu, 330 Units are planned to provide shelter as desired by the Mission for the identified 14,040 homeless in 205 towns and so far 327 shelters have been sanctioned through 8 PSC meetings held between 2014 and 2022 to accommodate 12,935 inmates. Out of the 327 shelters sanctioned in 198 Towns across the state, 218 are new construction, 67 are refurbishment and 42 units under O&M. Now 229 shelters are functional. The Government has also facilitated to provide special shelters in Hospitals and Medical Colleges to cater to the needs of the in-patient’s attendees.
In the above context, the State has formed Project Sanctioning Committee (PSC) chaired by the Additional Chief Secretary to Government, Municipal Administration and Water Supply Department with Mission for NULM (State Mission Director, TNULM) as the Convener. The PSC has members of all stake holder department viz., Commissioner, Municipal Administration, Greater Chennai Corporation, Directorate of Town Panchayats and NGOs. The Project Sanctioning Committee examine and approve the projects proposed by the Urban Local Bodies in providing shelters to the Urban Homeless.
World Homeless day is being celebrated on 10th October of every year. During this day, a State Level Workshop and Co-ordination meeting are organized involving volunteers, NGO and stakeholders department like Urban Local Body, health wing, Police & Social Workers in locating the deserted individual by the family and society.
Shelter is a space for convergence and provisions for various entitlements of social security, food, education, and livelihood and housing schemes of the government to ensure that they are no longer homeless. As part of social security benefits, Electoral photo Identity cards (EPIC) are provided to all the residents who doesn’t possess in addition to clothes, toiletry items, Hair cut, food and shelter.
The livelihoods activities are identified within the residents and suitable support is given to carryout trade/business inside the premises or close to the premise as suited. Further, skill training to those who are ambitious in new skilling and start an enterprise or petty trade/ business support for those who are already skilled, are given assistance through other components of DAY-NULM.
Special Shelters in Hospital
The special shelters have been a boon for patient attenders as well the hospital management in terms of crowd management within the hospital premises. A total of 102 hospital shelters are sanctioned to cover all Medical colleges and hospitals in the District and Taluk headquarters to support the need of short stay home for 3932 attendants. Short Stay Homes in Major government Hospitals was opened for the attendants of inpatient at a subsidized cost.
Shelters for Transgender
A special initiative to house the transgender was attempted in Chennai Corporation. It started with twelve residents in the year 2016 and now it has occupancy of over 40 residents. The residents have been identified only through their own circle of transgender through word of mouth and given concurrence for stay at a separate home. NGO Thozhi has been identified to coordinate and work closely with the transgenders who have a requirement of transit stay.
