ESTP - Employment through Skill Training and Placement for Urban Youth
Skill Training is the process of identifying skill gaps, developing skills so as to enable opportunities for livelihood improvement. Employment through Skill Training & Placement (EST&P) Component under TNULM is designed to provide skills to the unskilled urban poor as well as to upgrade their existing skills. Provision of skill training to the urban poor enables them to set up Self-employment ventures and for taking up wage employment in other organizations. EST&P Programme intends to fill the gap between demand and availability of local skills by providing skill Training program as required by the market.
The broader objective of the Employment through Skills Training & Placement (EST&P) Programme is:
- To provide a tangible asset to the urban youth from BPL families in the form of skills
- To increase the income of urban poor through structured, market-oriented certified courses that can provide salaried employment and / or self-employment opportunities which will eventually lead to better living standards and alleviation of urban poverty on a sustainable basis
Ensure inclusive growth with increased contribution of skilled urban poor to the National Economy
Categories of Training
Three types of training are covered under the Employment through Skill Training and Placement component
- Training of fresh entrants to the job market
- Re skilling or skill upgradation of persons already engaged in an occupation
- Formal recognition and certification of persons who have acquired skills through informal, non-formal or experiential training in any vocational trade or craft, after imparting bridge course, if necessary.
Eligibility criteria for Skill Training
The following are the eligibility criteria for participation in conditions need to be adhered to in selection of the candidate:
- The candidate should not have undergone skill development training under the SJSRY / NULM in any other trade during the last 3 years. The candidate can however be provided advanced training on the skills acquired in any previous training.
- The candidate should meet the minimum qualification as per requirement of the training curriculum approved by the State Executive Committee.
- Percentage of SC and ST candidates being trained should not be less than the percentage of SC and ST population in the town.
- Out of the total beneficiaries for the State/UT under EST&P; minimum 30% should be women, minimum 15% should belong to the Minority community and minimum 3% of the candidates should be differently-abled. However, based on the trade and area of implementation, if the above requirement of minimum percentage cannot be fulfilled through common training program, specific training program targeting the above vulnerable communities are being undertaken by the TNULM.
Support to Beneficiaries
Under ESTP, the Skill Training is being given free of cost to eligible youth from urban areas. Apart from base cost, the following benefits are being provided to the trainees from DAY-NULM.
- After successful assessment of the training, the trainees are issued certificate through concerned Sector Skill Councils
- 1000/- per trainee is being provided for induction kit including uniform and training materials to the Skill Training Providers
- Trainees are supported with Rs. 1000/- per month as transportation cost after completion of training
- 1500/- per month is given to the placed trainees as post placement support for a maximum period of two months
Minimum 70% of trained candidates are being placed either in salaried job or self-employment.
Youth Need Assessment
Generally, skill training is provided to the youth living in Urban Local Bodies (ULBs) in the age group between 18 and 40 years. The collection of basic details like age, education, present skills, jobs, remuneration and expected training are being collected and compiled at the ULB level which is termed as Youth Data. The fixing of target and mobilization of candidates for the training are done based on the youth data. This data is regularly revised through the community resource persons once in every two years.
TNULM conducts youth need assessment with all eligible youth in the ULB through Community Resource Persons. Youth need assessment is the exercise of collection of base line data about the youth and their aspiration for training in their preferred job roles and sectors. Basic information like education qualification, experience if any, area of interest, expected training, present employment position etc are being collected and documented in ULB level.
Skill Gap Analysis
Skill gap refers to the difference between the skills required for a job and the skills actually possessed by employees. Because of gap in skills, the employee might not be able to perform to the best in the existing job. In Tamil Nadu, the trainings are provided as per industry demand and as per the curriculum recognized nationally. The industry demand for skill is assessed through a comprehensive Skill Gap Analysis at city level. Skill Gap Analysis (SGA) provides a clear picture of the industry wise demand for trained manpower, nature of skills required, trades to be selected for EST&P both for wage employment as well as self-employment. TNULM utilizes the knowledge and services of Sector Skill Councils of NSDC, State Department of Labor and Employment, State Industries Department to conduct the Skill Gap Analysis.
Skill Gap Analysis provides the demand for employment in upcoming industries and also identify the scope for setting up of self-enterprises in local areas. Trainings are conducted for imparting skills with highest demand in local areas; however, for candidates willing to migrate to other regions, skill training courses that are not identified under skill gap analysis are also be conducted. The job role is selected based on the outcome of Skill Gap Analysis and also demand from the field.
State Mission Management Unit has enabled the district unit by sharing the district wise skill gap outcome conducted by TNSDC. District Mission Management Unit selects the job roles and sectors based on the Skill Gap outcome on concerned district and recommend the Skill Training Providers who are having training experience in the particular sector.
Accreditation and Affiliation Process
Skill Management and Accreditation of training Centre (SMART) Portal aims at convergence of efforts of all the stakeholders in the skill ecosystem in providing the standardized infrastructure. Accreditation and Affiliation through SMART portal covers various Central and State Government Schemes, Private initiatives, CSR etc. Accordingly, the Skill Training Partners have accreditation of their training centers in Skill India Portal are only engaged to provide skill training under ESTP component.
The affiliation and accreditation is a 5 step process as given below:
Step 1: Training provider registration: Training Provider (TP) i.e. the applicant organization, fills the application form on Skill India Portal https://skillindia.nsdcindia.org/. An Inspection Agency (IA) conducts the Desktop Assessment (DA) and share the status with the TP. On being Deemed Ready (DR), the TP proceeds with Training Centre creation. This registration is valid for 3 years from the date of getting DR status.
Step 2: Desktop assessment of Training Centre’s (TC): In the next stage the TP fills the Centre Accreditation and Application Form (CAAF). an independent agency conducts a desktop assessment of the training centre and if it is found deemed ready then the training centre proceeds to apply for scheme.
Step 3: Apply scheme and Physical Inspection: In this step there are three options:
Option 1: TC can apply for any CENTRAL scheme such as Employment through Skill Training and Placement under DAY-NULM. Training is through public funds and Scheme launched by any Central Ministry also falls under this category; however the scheme should be available on the Skill India Portal.
Option 2: TC can apply for any STATE scheme (Eg: State funded scheme, wherein state deploys its own funds for skill training .Training is funded through public funds. (State scheme is required to be registered / available on the Skill India Portal)
Option 3: TC can apply for training under FEE BASED (SSC) scheme. (Where the training is proposed to be undertaken outside any Central / State scheme). Under this category training is either financed by scheme implementing organization or candidates or any other source of funding, like CSR etc,, i.e. No public funds are utilized.
In first two cases, (Central / State Scheme) the organization (Training Provider) has to obtain a recommendation letter from respective government scheme implementing agency to proceed with the registration of their Training centre. The employment through skill training and Placement component comes under the above two options.
Once the scheme for which the TC has applied gets approved, the TC undergoes a physical inspection by an independent audit agency nominated by MSDE (through NSDC).
Step 4: Training centre accreditation: Post physical inspection, the recommendations of independent inspection agency is being shared with SSC (ASCI) which reviews the inspection report and if the report is affirmative, accords the training centre full accreditation / conditional accreditation status.
Step 5: Training centre affiliation: After getting accreditation from SSC, the concerned training center applies for affiliation of approved job roles. Affiliation is auto accorded.
Skill Training Details
According to DAY-NULM portal, as on 31st July 2022, the scheme has trained 43,761 candidates in 18 different sectors. 25,381 youth have been placed with 8615 opting for self-employment.

Convergence with Self Employment Programme
The objective of ESTP component is to provide gainful employment opportunity to the trained candidates (both wage employment and self-employment) on the basis of at least 70% of the successfully certified trainees within three months of completion of training. The percentage of wage and self-employment is based on the nature of activity, local economy, social conditions, etc.
The trained candidates in case of self-employment, the candidates should have been employed gainfully in livelihood enhancement occupations which are evidenced in terms of trade license or setting up of an enterprise or becoming a member of a producer group or proof of additional earnings (bank statement) or securing a relevant enterprise development loan or any other suitable and verifiable document as prescribed by the respective SULM.
TNULM facilitates availing bank loan to individual and group who desires to engage in self-employment venture. The individual can get loan for a maximum limit of Rs. 2 lakh and a group can avail up to Rs. 10 Lakh. The trained urban youth have been linked with Self Employment Programme to avail the bank loan. So far, 8615 urban youth who have been trained in Apparel, Plumbing, Electronics and Hardware, Beauty and Wellness, Gems & Jewelry and Tourism and Hospitality sectors availed loans under Self Employment Programme.
