About TNULM

Tamil Nadu Urban Livelihoods Mission (TNULM) is a mission that intends to reduce poverty and vulnerability of the urban poor households by building strong community-based organizations and enabling them to access gainful self-employment and skilled wage employment opportunities. The Mission aims at providing shelter equipped with essential services to the urban homeless in a phased manner. In addition, the Mission would also address livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities. It rests on the foundation that the mobilization of urban poor households to form their own institutions is an important investment for an effective and sustainable poverty reduction program. TNULM is being implemented with a funding ratio of 60:40 by the Union Government and the Government of Tamil Nadu.

Tamil Nadu Corporation for Development of Women (TNCDW), a Public Sector Undertaking (PSU) under Department of Rural Development and Panchayat Raj, Government of Tamil Nadu is the nodal agency for implementing the Mission in the state. TNCDW has been the nodal agency for the Mission since 2016, prior to which the Mission was under the Directorate of Municipal Administration, Department of Municipal Administration and Water Supply, Government of Tamil Nadu.

The Mission receives guidance and support from both the Department of Rural Development and Panchayat Raj and the Department of Municipal Administration and Water Supply.

TNCDW directly administers components of Social Mobilization and Institutional Development, Capacity Building and Training, Employment through Skill Training and Placement and Self Employment Program.

Directorate of Municipal Administration administers Support to Street Vendors and Shelter for Urban Homeless components. The component for Innovative and Special Projects Component jointly handled by both agencies.

Subash is a subject matter professional in Social Mobilisation and Institution Development and the State Mission Manager, SM&ID, TNULM. Tamil Nadu has been one of the best performing states in the country in the DAY-NULM Mission in the SM&ID component, and he has been the pillar of support for driving the community cadres towards group formation and in graduating them towards higher goals of community activities.

He brings over 15 years of experience from the World bank funded Pudhu Vazhvu & Vazhndhu Kattuvom Project, which has focussed on poverty alleviation and grass root level empowerment in rural Tamil Nadu. He leads the Partnership and Convergence wing of the Mission in the SMMU, which deals with tie-ups with organizations.
He has been instrumental in setting up and supporting over 26,000 micro-enterprises under the State Balance Growth Fund. He also actively contributed to the research on the need analysis of the state's youth and conducted the first job mela by bringing companies from the capital to distant districts.

Murthy Karnan, with over 18 years of experience, is a subject matter specialist in financial inclusion and micro-enterprise development at the bottom of the pyramid. He has played a vital role in sanctioning Bulk Loans to ALFs and nodal person in liaisoning with the State Level Bankers Committee.

Maniraj, with over 21 years of experience, is a subject matter professional in management information systems and monitoring & evaluation at the bottom of the pyramid. He has comprehensive experience as a District Project Manager working with the State Project Office across four districts of Tamil Nadu.
He has rich experience in collecting data from the field, analysing and providing information to the ministries. He has been instrumental in delivering analytical reports about the progress.
He has a Senior Trainer in Management Information Systems and a senior person who is looking after the urban management information system and coordinating with the Government to provide information.
He has been an asset to the Mission in systematically developing and handholding the Assistant Project Officers and MIS staff throughout the state to provide reliable data at any time. In addition, he has been an active contributor to promoting City Livelihoods Centres (CLCs). So far, with his efforts, 75 CLCs are being established and provide urban services across the state.
